I arrived 9 hours delayed to Shanghai due to "fog." Turns out, it was actually just the worst pollution day in recorded history of pollution for Shanghai. The reading on that day was higher than the scale had previously considered a maximum. Above 500. Here's a very unnerving screengrab from a few days later, when the pollution levels had subsided considerably. That said, the consensus is even at 167, we're squarely in the unhealthy zone!
